Depends what you mean by "worse"--from the perspective of whom or what? If you mean from the point of view of most individuals, the USSR may have been worse, although the Russian people themselves probably wouldn't concur as the USSR--even under Stalin--had more support from its people than the Tsarist regime.
If you mean from the point of view of the STATE Tsarist Russia was undoubtedly worse. If was humiliated by Japan in 1904-5 and by Germany in 1917-18. Whereas the USSR clobbered both of these enemies--first Japan at Khalkkin Gol in 1939 then the reich from 1943-45, finally Japan again in August 1945. Under Stalin the USSR industrialized and became FAR more powerful than Tsarist Russia. It even became a nuclear armed superpower--although it ultimately lost support and collapsed from 1989 to 1991.

You SHOULD have been hearing about Hillary's E-mails for more than a year. You are way out of political touch if you didn't. The scandal brought up two problems with Clinton. First, she purposely used her own private E-mail server for classified government work. You are NOT supposed to do this. You even sign documents that you will keep classified information secure. In the case of E-mail, you will only use a secured, government E-mail account. She even advised her own State Department personal to do this when she was using her private server. The second issues was WHY she was using the private server. It is alleged that she did it to avoid any government oversight of her E-mail, which also would avoid FOIA requests. The allegations go further to say this was to hide communications that would expose unethical collaboration between the Clinton Foundation and State Department, selling State Department favoritism for hefty donations to the Foundation, where both Hillary and Bill profit from.
The initial E-mail investigation of her E-mails stopped in July when James Comey, the FBI Director, gave his finding. It was an "interesting" finding since he admitted that there was wrong doing, but would not make a recommendation for DOJ to file charges. It was said that Comey did his best to turn a blind eye to what could be found if the issue was pressed, not wanting to rock the political boat this close to an election. Extremely puzzling actions made by Comey in the investigation support this.
The recent reopening of the investigation came about when the FBI was investigating now disgraced Anthony Weiner's actions. He, until, recently was married to Huma Abideen, a long time member of Hillary's inner circle. It seems that devices Weiner used were examined. They also had E-mails to and/or from Abideen too. There has been no official announcement of what prompted the reopening of Hillary's E-mail investigation, but is is thought that when the FBI was reading Abideen's E-mails, they found evidence concerning Hillary's E-mail and/or Foundation lings they just could not ignore this time. She may have had classified E-mails on her private account too.
Comey has not revealed what he has found to prompt reopening of the investigation. Normally, this is proper. How many times have you heard people say they can't comment on an on-going investigation? However, with the timing of the election in a little more than a week. There is great pressure from both sides of the isle for the FBI to reveal what evidence, if any they have found. This is also problematic since the FBI only found this stuff Friday and haven't had time to sift through it to see if there is anything damning there or not. They are just investigating.
There. Now, you are up to date. I'm guessing you will get a lot of biased views on this issue. This says more about the objectivity of the poster than about the issue itself.

There was a book named Animal Farm by George Orwell. It was about a group farm animals who overthrew their farmers, and took over the farms themselves, until they found out that their own leaders were just as bad.
