He might have a small crush on you, or just think you're cute. Having a crush on someone and thinking they are attractive are 2 completely different things so it could be either one of them. I don't know too much details about this, so I'm gonna go out on a limb here and think he has a small crush on you. He'll stare you because he might not know what to really say to you. If he tries to talk to you, talk to him.

I heard this thing where if you think someone is staring at you, yawn, and if they yawn too, then they are. Idk if this helps, or even works. But yeah.
