please help with this failure to yield class question?

When is it most important to look both ways at an intersection?

a) when you are at an intersection of a shopping mall because there is a higher volume of cars.

b) when you are at an intersection with multiple streets.

c) just after the light has turned green because this is when driver on the cross street are more likely to hurry through the intersection.

Update:

I can only pick one answer and that is my dilemma.

    C. All are important but this one has the other vehicles that are not yielding travelling at the fastest speed.

    Watch Russian crash videos on YouTube and you will see cars speeding through intersections long after their light turns red.

    My sister had an accident that could have been like that for someone else starting out from a green light. She was in the intersection waiting to make a left turn, the light turned yellow, oncoming traffic was stopping. As she was completing her turn a police officer in his rush to get to work came down the curb lane and struck her right side behind the rear axle. So that tells you how late he entered the intersection. If cross traffic had quickly started out from a green light, he could have just as easily T-boned them. His insurance paid for it.

    You always have to look and it's important every time... Not looking in any of those situations can lead to an accident.

    none of those are the correct answer !!! you should be scanning the intersection before you even arrive there
