what flower is this?

yellow flower found at the top of a river valley in alberta canada in late september. underneath a spruce tree. looks like sunflower (helianthus) but doesn't have a disk in the middle... help?? small, less than a foot tall. 3 pairs opposite leaves on the stem that are soft and hairy

    Looks like arnica cordifolia that hasn't opened all the way.

    The downy leaves look right.
