Breaker is a slow blow device that tripping at higher its current rate is quite normal. Mostly breaker trips under overload current within 2 seconds and a 5A rated breaker normally trips between 5A to 7A vary from each same type breaker or from different manufacture products. Yours trip at 8.8A after 15 seconds could be a defective breaker.
Get a fast action type 4.8A breaker that tripping possible between 4.6A to 5.6A, good enough to be used on 1000W heater.
