Capped lug nut vs. non capped?

When I got my winter tires put on last year (black steel rims), they replaced the capped lug nuts with no capped nuts (I do not know if I am using the right terminology). Than in the spring when they put the regular alloy rims back on the switched back to the capped nuts.

Why is this a concern or relevant? The exposed end of the bolts were getting rusty, as well as the rims themselves. I know this is an extremely unpopular decision, but I was going to put OEM wheel covers on and they attach to the bolts.

So what is my question? Is it normal practice to switch the capped lug nut with a non-capped one for steel rims? Also I do not have a security nut.

Update:

I just had them put on, and this year they used the acorn chrome lug nut (as 'justme' suggested). As 'thebax2006' suggested I will most likely buy some hub caps to prevent the wheel hubs from rusting up (it is a front wheel drive car).

    Ask them next time to put a longer capped nut on ( it is called acorn ) and they likely put the nut on without the cap because it is alot cheaper.

    Many steel rims have a different angled lug nut that contacts the rim. If you have a FWD vehicle put hub caps on the rim. If you don't the drive axles will seize in the wheel hub and many times you'll never get the axle out of the hub if you need new wheel bearings.

    If by capped nuts you refer to the back of the nut then it's not an issue. However, the nuts for the alloy will have a larger seat than the ones for the steel rims, so the nuts are paired with the rims.

    The caps are for pretty, they do nothing.
