Why do some songs in Sonic Adventure 2 feature the same lyrics as different songs from Sonic Adventure?

I'd wondered this a lot as a kid but didn't think to look into it until years later.

The Sonic Adventure games are known for their soundtracks, but it always bugged me that some of the songs that were used as the characters' themes, like "It Doesn't Matter" (Sonic) and "Believe In Myself"(Tails), while being completely different musical compositions, have the exact same lyrics as songs of the same name from Sonic Adventure.

These were seasoned rock musicians writing these songs, so i always wanted to know why, for these few songs, did they go to the trouble of writing entirely original instrumental songs and then using the same lyrics from completely different songs?

It's the same logic behind remixes. They're supposed to be the same songs, just reimagined.

Also, let's be honest, some of them needed reimagining. SA1's It Doesn't Matter really didn't fit Sonic very well.
