Young females do work at penal facilities in a range of vocations, but at 19 she wouldn't be qualified as a psychologist.
Working with male prisoners will be easy with some and excruciating with others. Some are extraordinarily manipulative too and will try to find out personal details in your life. Many times in the past, staff at correctional facilities have become compromised and then coerced into passing on messages or even importing contraband items. You would think that circumstance couldn't happen, but it does.
On top of that, a perfectly calm prisoner can become enraged with the slightest provocation or feeling of disrespect.
It would actually be a dangerous place for a 19yo female.

If you are asking if a woman can work in a male prison, the answer is yes. The inmates would be under close supervision.
As far as being 19, that would be rare. It would take about 10 years of college to get your PhD, so you would have to start college when you were 9 years old.

I very much doubt that a 19-year old would have the qualifications to become a prison psychologist - a PhD and several years of clinical practice

Not unless the 19 year old is extremely intelligent and has her PhD by the time she's 19.
