If he supports using it, then how and why is everyone saying he is pro-russian? That's obviously a very anti russian bill that could give arms to the hands of syrian foreign fighter terrorists. (some of those could be the same ones who killed our soldiers in iraq)

None of us know how President Elect Trump really feels about anything. He is not yet in office, but just as prior to the election, the MainStream Media is twisting everything he says, and everything he does to try to make us FEAR him. THEY do not know anything, and are making many assumptions and accusations with NO proof, just opinion.
This is why you see so many "FEAR!" stories about his every movement or word. Don't let them make you afraid. Wait until the man is in office to form your opinions. Actions speak louder than words, and until he is in office, he can spout whatever he likes, however silly it may seem. Once he is in office, the game will change, and he will have Congress to contend with, as well as the American public.
