The PC is unable to read the system files it needs to boot Windows. It is attempting a reinstall/repair of those files. Apparently it is not succeeding or it would not continue to try the repair.

Often this indicates a bad hard drive. It is not able to write to the drive so it can not repair it. It could also indicate that the damage to the Windows files is more than just to the system files. It may take a complete reinstall of Windows to get it working again.

This is an issue that your are unlikely to be able to resolve yourself. You need a expert to look at it.
