What is the reason behind people not being allowed to throw punches back at protestors, when one does so to them, at a rally?

I could of worded the question better, but that's beside the point. This is something that happened at a Donald Trump rally in Las Vegas, NV. You know, the one where he said, "I love the old days! You know what they used to do to guys like that when they're in a place like this? They'd be carried out of here in a stretcher, folks." Prior to saying that, he pointed out how the protestor can punch his supporters, but they can't punch the protestor. Why is that?

    In the vast majority of cases, Trump supporters beat up non violent, if angry and disruptive, protesters. In the most infamous case a protester was being lead out by the police when a Trump supporter sucker punched him.
