until Trump takes the oath of office he can't make any changes however one effect that happened by proxy is the market started coming up and many manufacturing companies are looking into moving their headquarters back to the US and reinvesting the US workforce.
In terms of the current president (Obama) he signed a new bill into effect that created a department within the defense department that is responsible for countering cyber attacks and stopping fake news and foreign propaganda. it's got some loose wording and the opportunity for abuse is there but we'll see what happens.

He's not the President yet. He won't be until he's inaugurated on 20 January. Remember that American elections don't take effect immediately.
