Variation in the viscosity of semen is normal.
It's not due to dehydration or low testosterone levels. There is often a thicker consistency when it has been longer since ones last ejaculation, but it isn't pathological.
One's ability to father a child is not negatively effected.

It is normal and may be due to dehydration and infrequent ejaculation, but it has nothing to do with low testosterone.
And yes, it is still possible to father children. Not only do the "clumps" fall apart there are still other sperm cells (out of the millions) ejaculated that weren't caught up in these clumps.
