Can you identify this plant?

It has tiny purple flowers. I want to build a tortoise enclosure and I need to find out if this plant is toxic.

    It's hard to tell from the photo but it may be Plumbago (P. auriculata). It is supposed to cause dermatitis in humans but that tells you nothing about how it would effect a tortoise. It's probably OK but you might want to avoid the plant to be safe.
