bshaps - clearly you do not comprehend squat. Passing this law makes things much easier for pimps now, as there is no way for police and prosecutors to encourage children forced into the trade to testify against them when they are kidnapped and forced into the life.

Because the children are usually kidnapped victims being taken advantage of and forced to be prostitutes. It doesn't decriminalize child prostitution, the bill made sure children forced into prostitution aren't automatically put in jail.
