I have my PA title. Could I sell my vehicle in any state?

You can sell the vehicle in any state, or even ship it out of the country with a valid title in your name
When you sell the vehicle, make sure that you have it notarized, PA (unlike other states such as Maryland) requires that the title be notarized and many states that do not require their own state's title to be notarized with still not accept an non notarized PA title

Absolutely. All you have to do is sign over the PA title and provide a bill of sale. It will be the buyer's responsibility to transfer title in their home state.

Yes. The buyer would simply take your signed-over PA title and go the DMV in his state to get a new title in his name.

Yes. Each state has their own process, though, for registering the sale and taxes associated with the sale.
