No. JAG officers are attorneys, they are not judges. Military judges are generally JAG officers, but judges are not assigned to ship duty.
Additionally, military courts are courts of limited jurisdiction, so even a military judge is limited in his authority to issue subpoena's other than in cases under UCMJ.
