What part of my computer is defective, and how do i find out? Is it Defective?

The computer is right there. I have tried to get it to run outside a case and nothing happened. I plugged in the psu s 20+4 pin, along with the other necessary 4, to the motherboard. I then plugged the psu into an outlet, flipped the switch, and nothing happened. No fans, no motherboard led (If there are even any on this motherboard), and no pcu cooler fan.
Is this the fault of the psu? I know that some power supplies may be dependent on the motherboard s 24 pin slot, so could it be the motherboard.
Excuse my ignorance, as i m relatively knew, and just looking for a web browser.

turning on the power supply does not start the computer. you need to install a push button switch on connector JFP1 you will see nine pins on jumper JFP1
