    f(x) = 4x - 3

    For f(-3) Replace x with the value -3

    f(-3) = 4(-3) - 3

    f(-3) = -12 - 3

    f(-3) = -15

    -----------------

    h(x) = -13

    For h(2) replace x with the value 2

    Since there is no x on the right side there is nothing to replace

    Therefor h(x) is -13 for all values of x

    h(2) = -13

    f(-3) + h(2) = -15 + -13
