Is a Canon T2I rebel still a good decent camera in 2017?
So I've been looking for a decent dslr for some time now. Just to get into the basics and most just want to take pictures of cars and probably get into taking videos and I want to get a dslr that's still decent price and good quality for a beginner. I've seen that there is a T2I for sale and it's going for 200$ I'm not sure if that's to expensive. Any suggestions of websites where I can find a better deal would be great and if a T2I is still good or look for a newer camera?

Yes.
It has manual modes. Priority modes. Auto modes.
It has a depth of field preview (handy for learning about depth of field)
Canon didn't substantially update the T2i through the T3i-T6i, same sensor and the same processing engine until the T6i...
The T3i is probably the smart buy, adding the flip out screen and wireless flash master, and shouldn't cost too much more, but the T2i is a solid choice. It took good pictures then and will take good pictures now.

You'll be kicking yourself if you buy a T series for video use, especially an old T2i.
While the sensor in the T2i is technically outdated by today's standards, you can still use it to create amazing work. Remember, the lens is doing most of the work and not the body. The body affects dynamic range and noise, but everything else that's perceived as image quality is due to the lens. A great lens on a T2i will produce a better image than a lousy lens on a 5D Mark IV.

The $200 T2i, does that include the lens? If not, you will need a lens and that will add to the total price. A quick check for a T2i that is in excellent condition shows that they run $218.00 - $278.00 for the body alone. Should you get an excellent one, it would serve you well.

It's a dSLR. If everything works all right then it's good. Since it has video, I guess $200 is fair enough. As much as possible, complete the transaction with a meet-up so you can test the camera before parting with your cash. If that's not possible, be patient. There will always be a used dSLR on sale near you soon. Always be on the look-out.

This is an excellent place to look.
Choose a body and then a lens to go on it. Video capability started with the Nikon D90 in late 2008 I think. But you might need one with a fully articulating LCD panel for blog-style video. Canon T3i for example.
