Yes. Welfare. People who use welfare to buy alcohol, candy, or food for their children. Same for other benefits, like unemployment, but conning instead to buy a flat screen, sports car, et cetera.

It's in the country's best interest to minimize desperation levels f/ their citizens as a means to prevent how the desperation makes victims out of innocent people or worse. See French Revolution.

This comes down to the simple question of what government is for. Is its purpose to prevent anarchy, provide law and order and provide for the common defense, or is it larger than that? Abe Lincoln said government is by the people, of the people and for the people. That 'for' is very important. If government is not for the people, what is it for? The elite?

Yes. The government already does. The help should be confined to ONLY citizens of this country, and not the world. The current system is full of fraud where many, many people are getting benefits they don't deserve.
