They keep prostitutes, booze and a stash of weed there out of sight until they take off then they have a big orgy until just before the arrive at their destination where they pack it all away so no one else realizes what's been going on.

Hi. There is a space where they store cargo and there is a device that lets the president escape when something goes wrong and they store food and stuff there.
Watch the movie called "Air Force One". President Harrison Ford hides in the lower deck of the plane and tries to take the airplane back.

While the best we can do is guess, because it is unlikely that anyone who does not need to know actually knows, given that a lot of the electronics on a B747 live on that deck, anything special this aircraft has, and it will have quite a bit which is special, would probably be located down there.
The other thing which is almost certainly down there is the main galley, many long range B747s have a substantial galley and food preparation area located between the wings and accessed by an elevator from the main deck,
And of course the main baggage hold will be down there.

Both VC-25A are actually regular 747-200B but with some special equipment -
The belly is a regular baggage compartment like any regular 747 -
However in the forward belly area, there are folding stairs from the forward main deck floor -
This avoids requiring 747 airstairs which might not be available at some airfields -
