The set in the 1st link has better Cas latency timings. With Cas Latency timings, lower is better.
However, if you plan to use the memory with motherboard that does NOT have a BIOS that has overclocking options, then it will run the RAM at standard JEDEC speeds. You will have to manually set the Cas latency and even the clock timings.
Let's say you're going to build a system with a Core i5-7500 and a B250 motherboard. The highest speed it will run the RAM is 2400mhz. So if you bought DDR4-3000 then you would be SOL unless you have a z270 board, which has an unlocked BIOS.
