They have their Jake-brakes on..those are air-brakes that slow the truck down when you let off the gas..it's good if you have a full load because it's hard to stop momentum...most Jake-brakes have three levels. Empty trucks do not need Jake-brakes. Newer trucks have mufflers on the Jake-brakes, older trucks they can be very loud. Most towns and cities have signs on roadway prohibiting the use of Jake-brakes within the borough. Petition your township to put these signs up, I promise, soon you won't hear that noise anymore. :)
