Yes, many are.

In a previous riot on campus against Milo, more than half of those who were arrested for felonies were from out of town. They were not UCB students at all.

They came there just to destroy property and burn things. No clue what their agenda was; I'm not even sure they themselves knew what it was except to destroy things.

It only takes a couple of these felonious rioters to kick off a general melee. A few bad apples can spoil the bushel so to speak.
