Living near the Arizonan border, I can tell you there is just too large of a fire bender army to overcome. And they aren't even human! The whip tail lizards have mutated.

Yeah, what is wrong with them coming in and getting free welfare and almost everything else. No laws for them, just fun and games.

Everyone knows that earth-benders charge ridiculous premiums for their services. Employing earth-benders would likely mean a tax hike of at least 2% across the board. It's cheaper to just build a wall the old-fashioned way.
