How to remove burnt spot from electric stove?

I am looking for the best way to remove burnt spots from a metal top electric stove. I know it is not food or anything that comes off with regular cleaning. I have tried scrubbing and even steam and still nothing. They are tiny little brown stains that will not come out. Any help would be appreciated. Thanks

    oven cleaner.

    oven cleaner will attack anything that is organic. if that accomplishes nothing, what you see may be rust.
