Who is responsible for subdivision plat? I bought 2.5 acres with a house, 5 years ago. Title co. Filed it by mets and bounds.?

Originally, property was 10 acres. Then was divided into 3 seperate tracts. This was before I bought my place. There is a survey of the place and was filed with the county. The county is saying that the survey is just a mets and bounds survey and should have been done as a subdivision plat and is currently illegal. Since it wasnt done correctly, I am unable to get the permit until this is resolved.

Who is responsible for getting this fixed? Is it the title co or the previous owners?
