LED bulbs? Are the bases supposed to be super-hot?
I have bought few LED bulbs from Walmart, and the bulbs are not to bad, but the bases are incredibly hot, too hot to touch without seriously burning your skin. And just had a lamp on, and I could feel the heat from the bulb's base, thru the bottom of the shade.
Is this normal or not? Serious heat seems not to be normal.

They can get quite warm. They should not get so hot one couldn't touch a finger to it or its life expectancy is very low.
That is where the power supply is that runs the actual LED(s)
I have one enclosed in a globe that gets too hot to touch, but that one fails just about once a year.

That doesn't sound normal to me - it sounds like your bulbs are not compatible with the fittings
