Depends on what kind of media you want on your CD. If it's just audio, you can use Windows Media Player. If it's data, you can use the integrated burning tools that will allow you to drag-and-drop. If that doesn't work, try ImgBurn, or some other third-party like Nero or Roxio. (note the last two companies may not offer their software for free, but will allow a limited-time trial).

You need some CD authorising software such as iTunes or windows media player, and some blank CDs.
The music needs to imported in WMP or iTunes You make a playlist of the music that you wish to burn to a cd and order the tracks as you wish.
You then burn the playlist to the CD
