why did the colonies not continue a government under the Second Continental Congress?

    The war ended and they were not the "Continental Congress" any longer.

    Congress was acting as a "de facto" government. They were trying to reconcile with Britain and take care of the war effort. Eventually, they issued the Declaration of Independence.
