Edelbrock EFI on SNC fires sometimes but does not start?

I have a 1980 El Camino with 383 Vortec SBC a :3528 Edelbrock Pro-Flo XT EFI Systems, when cranking it will start to fire or tries to start but will not start... have any idea what I should look at? Thank You...

Update:

It has always been a little hard to start when it is cold out but has gotten worse and will not start when it warm out...

Update 2:

I took the spark plugs out and soda blasted them and it started, IDK may be getting too much gas for cold start, I adjusted fuel for more gas for cold start but maybe I need it set lean instead???

    First, check the ballast resistor, next check for spark and timing.

    Why not open the throttle and shoot in a shot of fuel or starting fluid in? this will confirm a fuel delivery problem in seconds.
