An inline water shutoff valve is there to stop water flowing if need be. There could be a broken pipe or fitting that needs to be replaced downstream from the valve.
There are many types and sizes of shutoff valves. You need to purchase one of the correct size and type suitable to its intended usage. Some shutoff valves must be of particular types and styles to correspond with accepted standards, by law.
There are slow shutoff types, which might be used if slow shutoff is required to prevent damage upstream of the valve, or fast shutoff types where shutoff time is not critical.

CUT THE PIPE, SOLDER THIS SIMPLE WATER VALVE TO IT WITH A GAS TORCH. BUY ALL THESE TOOLS AND PARTS FROM ANY PLUMBER STORE LIKE HOME DEPOT. CAN BE DONE THE WHOLE JOB IN 10 MINUTES.
