What does it mean when it says "Last year I had a right to a refund of all federal income tax withheld because I had no tax liability "?

I tutor during the semester, work at a part time job during breaks, and now I have to fill out a W-4 for an internship this year. I ll definitely make past around $9,000 this year. Do I check EXEMPT?

If you had no income tax liability the previous year and you do not expect to make more than your non taxable income you can file exempt

in your case $2700 of your income is taxable, if you are a dependent, and you are not exempt from withholding

If you are a dependent, you are not exempt.

No, you do not check exempt.

It means that what you make is less than the amount that a person is allowed to make without paying any income tax. For most of the population, this amount is approximately $10,000. However, for almost everyone under 19 and most full time students under 24, it is much less, well below what you made.

No, you are not exempt. You put down 1 or 0 or if you have dependents, that number. Having a right to a refund is not the same as not having tax withheld.
