What were some long lasting effects of the 2001 Big Shell Incident? Has America properly recovered from the incident?

Wasn't that a Thing in Metal Gear Solid 2:Sons of Liberty, but didn't that happen in 2009, of course the game was released on 2001, so its not important. Well, the major terrorist attack and the suicide of the president would cause chaos, not to mention the giant metal gear. But also this incident would later end up being cited as one of the primary reasons why America was to stay out of military affairs across the world, and thus why PMCs and the war economy would be placed in the forefront during early 2014. I doubt they would have recovered.
