This is not a conditional. It indicates a future action that took place in the past.

this is one of those complicated expressions of different times of events which both occurred in the past.

It was the future at the time that the decision was made (when the doctors were unable to find anything wrong), but it may not still be future now when we are talking. The way to show the difference is to use would instead of will.

"Could" is the past tense of "can." "Would" is the past tense of "will."

The doctors can't find anything wrong with him and will be sending him home tomorrow.

The doctors couldn't find anything wrong with him and would be sending him home the next day.
