Greetings, Who may I call if I have to file a complaint against the company who I'm renting an apartment from? (please read description)?
It's been over a month now and there are two holes on our ceiling due to the building having extremely old pipes that burst! The pipes burst and caused a stream of water to come down onto our apartment. It's been over a month now and they haven't patched it. We're paying rent and feel we're being violated, my mother has called numerous times and they say they know about the problem but do nothing.

call the city government where you live and ask who such complaints should go to when the landlord is non-responsive - try a search like this for your area

You're not 'violated'.
If water is still coming down, you contact your city and ask which department you need to talk to about a rental unit that's getting unfit to live in.
If the water isn't an issue anymore but the hole is there, it can also let in mice, so it does need to be fixed. If the landlord has ignored you so far, again - turn to the city and ask who to talk to, have them send someone out to look at it and they will get hold of your landlord for repairs needing to be done.
You can also investigate more by contacting your city's local landlord/tenant hotline, they're in the white pages of the phone book.

You're not being violated. Dramatic for sure but, not violated.
It's a cosmetic problem that is not urgent. I agree you're getting the shaft but, it's unlikely you'll be able to leave without penalty. Keep all this in mind when deciding to renew or not - assuming it's offered to you.

No one you can really call. A couple of holes is a cosmetic problem and does not make the apartment unliveable (unless of course the upstairs folks can look down through the holes and watch you).
