car turns but wont start - new fuel pump and filter?

Update:

I have a 2005 ford ranger that I have identified an issue with the fuel line. The truck started with starter fluid and I have replaced the fuel filter and pump.

here is what I know:

The new fuel pump is NOT humming when turning on the car.

The fuel line is NOT pressurizing

The fuel pump fuse is good.

I swapped the fuel pump fuse with an identical relay and the issue persists.

Any advise on what to do next?

    The 2005 Ranger's emergency fuel shut off reset switch is in the passenger side foot well. It is a small silver colored metal box mounted to the fire wall. A passenger kicking the box can cause it to shut off.

    Do you have spark and injector pulse? if both of them are no good you need a crankshaft sensor.

    Bad fuel pump. My car had the same thing.
