The UK is a parliamentary democracy; the people vote, then BY LAW their Representatives must give them what they asked for.....The (appointed) House of Lords can overrule that if the voters ask for something truly stupid (like a 100% raise for everyone)...
The US is a democratic republic; the people vote and choose Representatives, but the PER THE CONSTITUTION their Representatives must give the people what those Representatives PERSONALLY believe is "for the best"....that's why they have Lobbyists in the USA...
