How does this work?

Ok I ran into a scammer on ebay, he had withdrew the money which I sent via PayPal to him. I then opened a case and even though the seller told me he had nothing in his account PayPal refunded me, so in the end the seller got free money and I also got my original money back. Why does this happen

    ah, the scammer's PayPal account is closed and he'll not be able to open a new one without lying. as to where the money comes from, PayPal charges the seller as small commission and the aggregated commissions for all sellers provided the funds

    When someone opens a paypal account it is attached to their bank account, so paypal will just debit their bank account plus costs, so it is not paypal that pays it is the person who received the money

    eBay protects buyers from fraud. They will surely take some kind of action against the seller even if they refund you from their end.
