Does adding songs to your music library from Apple Music use yor devices storage as long as you do not download it?

I am a new Apple Music user and I understand I can add songs to my library and then download if I want to stream it offline with no data cost. Does just simply adding songs to my library without downloading them still take up storage?

    If you leave the music in the cloud, you still have a small database entry in iTunes.

    Also, it may download the cover art and lyrics.
