I have an old Toyota Corolla that I am not sure is worth fixing. Can the car be towed if a tire is flat?

It actually costs nothing. Loosen your wheel nuts, jack the car up, change the
tire

If you're just putting a spare tire on, you can do it with the scissor jack and lug nut wrench that comes with your car. If you want a new set of tires, that's going to run you a few hundred bucks. If you really want to cheap on, you can try using used tires. I would honest just pay the tire shop to install the tires instead of going to harbor freight and buying their manual tire changing stand.

A new tire for your Corolla could cost anywhere from $50 to $150 depending on desired quality and performance time. Do keep in mind it is always best to replace tires in pairs, if not a full set. Placing only one new tire on an automobile can compromise its handling capabilities.
Towing your Corolla with the flat tire and wheel exposed to the road surface will permanently damage the rim. Either have the towing company use a dolly or a flat bed. Or, of the least expense, simply remove the wheel in question yourself and bring it to any tire retailer of your choice.

Most cars have the tools in the trunk or in a compartment under the trunk.
As for the tires you can get used ones for as cheap as 20/30 bucks and the place might be willing to put it on for you
