Can a car be towed if a tire is flat?

A flat tire is not going to stop a car from being towed. The tow truck driver if unable to tow the car normally will use a flat bed . If the flat is on one of the front tires it doesn't matter since they are going to lift the front end anyway and on some cars it is possible to lift them from the rear and tow them. I have also seen tow truck drivers use fix a flat to patch and inflate a flat tire.

Depends on the vehicle and how they tow it, flatbed and such. You can usually swap the bad tire off the drive axle and then they can tow it with a grabber, or lock the front steering wheel and tow from behind. Again, depends on the car.

As my old Gunny used to say, "Opinions are like anuses. Everyone has one and they all stink." Most of the answers you have received fit that saying. Any car can be towed regardless of what tire is flat. If they don't send a flat bed then the wrecker driver will either lift the axle the flat is on or stick a dolly under the wheel with the flat. They deal with all kinds of tow situations everyday and have the equipment, experience and capability to overcome problems.

Yes. Lift that side of the car on the tow hook.

No further than you should drive it flat. It'll tear up the tire and then the wheel.

If the car must be towed, the tow truck driver will make sure that axle is off the ground.

Probably, but it depends which tire and what kind of vehicle. Most times a tow truck lifts the front wheels off the ground and tows you that way (I can't see a front flat tire being a problem there). If your back tire is flat, most towing services have a flatbed car carrier where you can put the whole car on the truck.
