I have a vespa 2009 fuel injected scooter the fuel pump wont turn on when you try to start it.?

I tested it on a battery the fuel pump is working. The computer was replaced too. I have to bridge the relay to get it to turn over so i think it needs a new relay for sure but why is the fuel pump not working? All fuses are good. So does the computer make the fuel pump work? Is their still an issue with the computer? Does it need time to boot up when you connect a battery?

    Vehicles that have electric fuel pumps are required to have a 10 second run time and then if the computer "sees" that the motor isn't running the computer shuts off the fuel pump relay. the fuel pump relay has nothing to do with the motor turning over. If the motor doesn't crank it's the starter. battery, or a wiring problem. Do you have spark?
