Maybe she feels embarrassed? It's hard to say without any further detail and impossible know for sure without straight asking her.
The only thing I'd say is if you like her back, tell her. If not, don't lead her on but also Don't be awkward and Don't change the friendship you had before. Be kind towards her like how you'd want someone to act if you'd confessed. Being rejected is hard enough as it is. Losing a friendship is killer.
