How do i make my situation in to a full plot?
2 thieves break into a rich mans house while he is not there. In the house they find a teenage girl in the bathroom chained to the radiator. The rich man comes back home and unable to break the chain or the radiator the 2 thieves leave through a window. They then make a phonecall by a phonebox thinking thst it will not be traced back to them. However the phone number is traced and surveilance shows them making the call.
How do i continue this plot and what motivations could i give the man and the girl? Any suggestions would be useful as i have no idea where to take this plot

The thieves FIND the girl chained to the radiator? The house is quite old fashioned or the story is set setting in the days of tall steam radiators, and the rich man abused the girl.
Whom did the thieves call? The police, to report that they found a girl chained to the radiator in a house at [address]? Unless the thieves waited by the phonebox, there is nothing to link them to their call. If the rich man hired watchmen, why didn't he have burglar alarms installed on the windows?
Meanwhile, the rich man turns off the heat, calls a locksmith to remove the lock or someone to cut the chain, (Why doesn't he have the key, if he chained up the girl?), threatens the girl to backup the explanation he is trying to think of.
