    It wasn't "their filibuster".

    The most important person in favor in the Civil Rights Act was President Johnson, who was a Democrat (from Texas).

    The filibusterers were mostly Democrats Senators from the Southeast. There aren't really many of those anymore. Most Democrats now in office are from the north or the west.
