Can I use an external cd drive to download a software onto my pc?

Update:

the internal drive isn't working and i've tried everything...customer support wasn't able to help

Update 2:

*theres a software that id like to install onto my computer but its on a CD, But when i put the CD in, the computer isn't identifying it at all. The CD/DVD icon remains unchanged, and if i double click it then it says to put in a disk. I've tried this with another computer (also windows XP and the same model) and the 2nd computer is able to read the disk perfectly...its just the first computer thats giving me trouble

This doesn't make any sense. If the internal drive isn't working, then you won't be able to use your computer for anything more than a very expensive door stop or book end. As such, you cannot download ANY thing to your pc, since it is a worthless pile of very expensive junk (if, as you say, the internal drive isn't working.)

Would you care to elaborate and explain yourself? Perhaps your post was slightly inaccurate? But if you meant it, then no answer is forthcoming, because it's a moot issue. If that truly IS the case, then the only available option (answer) is for you to go out and buy yourself a new pc or laptop.
