can you recieve payments on paypal without adding a credit or debit card?

    Maybe, illegally.

    I once bought a paypal gift card from some punk kid who bought it because he incorrectly thought he could use it to buy stuff despite being a child.

    The punk seemed to think he would be able to spend the proceeds on ebay but I don't know if he could or not.

    The site requires both a bank account and a credit card.

    Not unless you can prove to Paypal's satisfaction that you are 18 or older (which you aren't).
