the government did not give enough funds to councils so that fire / water sprinklers where installed, you cannot fix a broken product with out funds....

First, how did the fire start? It started in someone's apartment (flat). One BBC report mentioned it may have been a refrigerator "exploding," but how can a fridge explode? Certainly, at this point it seems there was some sort of explosion in one resident's flat. Cause may still be under investigation, but so far, public is only het up over how fast the fire spread, not how it started. Is a resident to blame for starting the fire, and/or causing an explosion of some sort? That's really the crucial fact here. And that detail has gotten lost in the crowds' ranting against the govt.
Also, building owner claims all renovations were done to code. IF that's so, then perhaps the fire code is inadequate. But that still leaves the question of how the fire started!

Just because one level of government is screwing up does not means that another level of government is not also screwing up.
In this case the council inspected the building including the material being used to clad the building 16 times and failed to realise the implications.

So perhaps the blame is at their door.
